Private Investigator Jean Webb receives a shocking call from Washington, DC. Her best friend at the FBI was viciously murdered in Phoenix while investigating a tip that could have helped him bring down the mob. FBI Deputy Director Collins appoints Jean as a temporary Special Agent to look into the case for the Committee on Organized Crime.

A nationwide manhunt begins and ends in Tucson, Arizona, at the University of Arizona stadium, where secrets revealed could spell trouble for Jean and the people she loves.
