Vladimir Petrofsky the newly appointed Russian Secretary of the Defense is greeted with the news that his forces have lost their technological breakthrough a submarine that can achieve invisibility. He vows to find the thieves that stole it and they will pay dearly! What he doesn't know is that the plot starts from within his own Government. He sets in motion a worldwide search for the culprits. The Americans uncover the Russian fiasco and understand completely the consequences of not perfecting their own invisibility. Without it they cannot hope to find the Russian submarine.
