After the arrest and escape of mass murderer Thomas Veli, former Tampa Detective Ron Harwood is recruited by the FCB to track down and stop a bizarre, murderous, psychopath labeled the "Puppy Killer" by the press, because of the method used to approach his victims, who is terrorizing women in 1980's Central Florida. The investigation reveals disturbing facts about the killer and reveals that someone else who is known to the team may be involved, threatening their careers and putting them in personal danger. When his team gets close, the killer goes after them, with terrible consequences. Seemingly always a step or two ahead, their suspect leads them where he decides, until Ron puts everything on the line to stop the slaughter.
