At 18, with all the hormonal roller coaster that comes with it, there should be plenty of opportunity to do exactly what she wants. Trouble is, what Sam wants to do and what the Council want her to do are very different things. No sooner had their holiday finished they were on their way to Washington and a whole new set of problems, not least of which would be coming up against an old foe.
